Fredrick "Fred" Lackey is a software architect, engineer, and leader with four decades of experience building systems that last. From early work on backup and storage systems at Arcada in the mid-1990s to his ongoing engagement with CISA and the Department of Homeland Security, Fred has consistently operated at the intersection of deep technical skill and strategic thinking.

His career spans government cybersecurity, insurance, cleaning services technology, and enterprise storage — always focused on building the right thing the right way. Today, his work increasingly centers on AI integration, exploring how intelligent systems can augment (not replace) the work of skilled engineers.

Fred approaches software the way a craftsman approaches a workshop: with patience, precision, and respect for the materials. He believes the best architectures emerge from understanding both the problem domain and the people who will maintain the system long after the original team has moved on.

2021 – Present

CISA / Department of Homeland Security

Architecting cybersecurity infrastructure and tooling for the federal Cybersecurity and Infrastructure Security Agency, working at the intersection of national security and software engineering. Engagements include a project with Travelers Insurance, driving modernization of legacy insurance systems and designing scalable service architectures as part of this ongoing federal work.

2006 – 2018

Spotless

Built and evolved the technology platform for a cleaning services company over twelve years, taking the system from inception through growth and scale. Full-stack architecture and engineering leadership.

1994 – 1996

Arcada / Backup Exec

Early career work on enterprise backup and storage solutions, building foundational engineering skills in systems-level software development.

Build systems that outlast the team that built them. Architecture is not about choosing the newest framework; it is about making decisions that compound in value over time. Every system Fred designs is built with the next maintainer in mind.

Legacy modernization is not about rewriting everything. It is about understanding what works, preserving the business logic that took years to refine, and surgically introducing modern patterns where they create real leverage.
